Prepared for a July 8, 2010, California statewide teach-in cosponsored by California civil and immigrants' rights groups. It is designed to help California advocates fight to prevent continued expansion of the federal Secure Communities (S-COMM) programin California and, ultimately, to push for statewide disenrollment from the program.
